Last year California garnered national attention with the passage of AB32 - the landmark greenhouse gas reduction bill, which some hope will become the model for legislation throughout the country. The law charges the California Air Resources Board with reducing emissions to 1990 levels by 2020 – a process that has been followed closely by the media, policy makers, and the people of California.

As the law enters its second year, what can California hope to achieve from AB32? What kinds of challenges during implementation will face the state, its people, and its policy makers? Dr. Frank Wolak of Stanford University will provide an in-depth analysis of the current situation, and address many of the questions surrounding implementation of AB32. Participants can expect to gain insight on questions like:

  • How can policy makers address the challenges of implementating AB32?
  • What major issues will affect California and its climate change law?
  • What other factors are obstacles to reducing emissions? How can policy replace these?
  • What should California hope to achieve from AB32?
