Regulatory Studies Program RSS

RSP Landing Header

The Regulatory Studies Program is kicking off a new series of research and discussions to engage some of the country's brightest scholars in a long-term research agenda designed to find innovative reforms and new approaches to the U.S. regulatory process to achieve more effective, lower cost, and outcome-based regulations.

As a first step in this initiative, the Regulatory Studies Program released six working papers at a Washington, D.C., conference, 21st Century Regulation: Discovering Better Solutions for Enduring Problems, on September 15, 2008.   A summary can be found here.

As the next phase in the dialogue, we are formally requesting commentary and public review of all six papers released at the conference. Papers will be revised and released in final form in early 2009. Please view the commentary response form and instructions for submitting your response.

In addition, if you attended the conference and would like to submit comments on the conference format, sessions, and content, we welcome your feedback and we will keep your suggestions in mind as we plan future conferences of a similar nature.  You can find the comment form here.  Also, you can find our survey form here.

We are delighted that you have chosen to join us for an exploration of innovative ways of reforming regulatory and market institutions in order to better achieve lasting solutions to the problems of the 21st Century.

In this publication, Veronique de Rugy presents a case example of how government can link strategic risk management to resource allocation. Dr. de Rugy uses port security as an example of how strategic risk management can be used to analyze threats to the nation, develop scenarios, pose key questions, and develop resource allocation options. To illustrate the potential of strategic risk management, she presents three resource allocation options as to how the federal government might reallocate its present resources to more cost-effectively respond to security threats to the nation based on risk analysis.
