Did Federal Regulations Clean the Air? An Econometric Analysis of the Clean Air Act Amendments on Air Quality.

In this working paper, Eileen Norcross tests econometrically the assertion that federal regulations have led to an improvement in air quality. While not a definitive assessment, her findings suggest that regulations sometimes, but not always, affect air quality.
