Summary
A confluence of events beginning in the 1980's has led to a revolution in the principles of accountability for the public sector. No longer is it sufficient to show that public funds are being spent in accordance with legislative appropriations; now government must be accountable to the public for the results of those expenditures. In this new environment, agencies are realizing they need to develop new capabilities and skills. They need to know who their consumer is, what that consumer's needs are, and how effective the agency's programs are in addressing those needs.
