In this testimony, Maurice McTigue discusses what the role of Congress should be in the implementation of the Government Performance and Results Act. The role of Congress is to diligently scrutinize government agencies to ensure that they are setting realistic, achievable goals, and that the particular programs will deliver the intended benefits. It is very important that Congress is able to pursue robustly its goal of improved accountability. The House Rules Committee should ensure that the House's procedures do in fact focus scrutiny and decision-making on outcome assessments.
