Naomi Nubin-Sellers is a PhD student in Political Science at the University of Houston. She earned an MPA from Texas Southern University and a BS in Administration of Justice from Texas Southern University. She was an Elinor Ostrom Fellow during the 2022-2023 academic year. Her research investigates the ways political environments, social construction, and policy interact to shape citizen-state interaction through welfare policy. In particular, she provides an alternative interpretation of the welfare state by shifting the focus from 'who' benefits from welfare to the unintended consequences of policy.
