Laws mandating the appointment of women to corporate boards have been adopted in sixteen countries. A meta-analysis of studies of these gender quotas, with close attention to the cases of Norway and Italy, finds that they seem to have succeeded along some margins but have largely been ineffective in their aim of breaking the glass ceiling.
