There are many state-level reforms that can boost housing supply. Here, we show how five spotlight reforms are spreading across the US, and highlight states whose policies can serve as a model to others.

    We highlighted these five policy areas to exhibit how pro-homes legislation is spreading. To see details and a longer list of policies that states can adopt to increase housing supply, check out our popular brief, Housing Reform in the States: A Menu of Options for 2026.

    For policymakers and advocates interested in adopting these policies, we identify a few states as potential models for each policy. Those states have well-designed, clearly written statutes, although their policies are not necessarily the most comprehensive.  

    Some policy areas, such as reforming the permitting process, are specific to each state. 

    Caveats: The state policies reflected in these maps are a mix of strong and weak, clear and muddled. Most states have room for improvement. If you find an error or omission in the map, please let us know.
