Getting A Grip on Indian Corruption

Instead of policing it with an ombudsman, reduce oppurtunities for graft via structural reform.

For the past week, activist Anna Hazare has been fasting in New Delhi, insisting that the Congress-led government take up his version of legislation to set up an all-powerful ombudsman that combats corruption at every level. As suspense builds on this hunger strike and accordingly the government's future, it seems certain that the country's parliament, under political pressure, will pass some version of this bill.
