The Mercatus Center invited Mr. Hernando de Soto to address members of Congress on why the developing world has been unable to embrace capitalism with the same success as the West. Focusing on issues such as political awareness, legal failure, and history, Mr. de Soto used his first hand experience to provide answers on why poor countries can attempt to copy the institutions and practices of more developed countries, but not achieve the same results.
