The Mercatus Center’s report Freedom in the 50 States: An Index of Personal and Economic Freedom is the first ever comprehensive ranking of the American states on their policies affecting individual freedoms in the economic, social, and personal spheres. In addition to ranking the states on their policies, the report draws a correlation between economic and personal freedom and net migration explaining budget and population problems in the states that rank toward the bottom of the index. Report authors Jason Sorens and Will Ruger will discuss their findings and the implications for state policymakers.  Antony Davies of Duquesne will offer comments on Pennsylvania positioning among the 50 states.
