Robert Emmet Moffit

Robert E. Moffit PhD is Senior Fellow in the Center for Health Policy Studies at the Heritage Foundation in Washington D.C. He has over thirty years of experience in federal health policy, including service during the Reagan Administration as an Assistant Director of the United States Office of Personnel Management (OPM) and as Deputy Assistant Secretary for Legislation at the United States Department of Health and Human Services (HHS). At the Heritage Foundation, he has been a champion of consumer-driven, market based health insurance reform. In 2010, Modern Healthcare magazine named Moffit among the 100 “most powerful” Americans in health care.
