George Crowley of Troy University explains his research on dedicated tax revenues in the states. While this policy may seem like a good way to be sure voters' preferred government programs are well-funded, Crowley and his coauthor Adam Hoffer demonstrate that in fact dedicated tax revenues do not necessarily fund the programs policymakers say that they do. Additionally, they contribute to the overall growth of state budgets.
