In this testimony, Maurice McTigue addresses the management challenges at the Department of Agriculture by asking what new incentives could be created that would influence the USDA to master these challenges. A study of the behavior of organizations shows that open disclosure of results serves as an incentive to master performance. USDA needs to improve disclosure and transparency in its reporting. Additionally, it needs to focus more on particular outcomes and measuring those things that will reflect progress towards that goal.
