In this testimony, Maurice McTigue addresses structural and policy issues that may be hampering the Forest Service in the performance of its duties. The future of the Forest Service will be determined by the tasks and responsibilities assigned to it. To be successful, it must have a clear mission, a workable policy and a chance to succeed. Several critical issues must be addressed to achieve this goal, including: mission directed management structure, factors relating to the economy, and accountability for the health and welfare of resources under custody.
