Maurice McTigue discussed before the Florida House of Representatives some of the guiding principles for developing clear and accountable budgets, and how various governments have implemented these principles on a practical level.
Using examples from New Zealand and Great Britain among others, McTigue presented new ways to think of budgets to ensure citizens get the services paid for with their tax dollars. Today money is allocated in the budget in what McTigue terms "faith-based initiatives," allocations with no proper measures for success or analysis of progress. He argues that allocations should be clear and accountable to ensure legislators are able to meet the goals of programs.
