Tevi Troy

Tevi Troy is a visiting fellow with the Mercatus Center’s Program on Pluralism and Civil Exchange. Dr. Troy is also a senior fellow at the Bipartisan Policy Center and served as the Deputy Secretary of the U.S. Department of Health and Human Services from August 2007-January of 2009.

Dr. Troy’s work with Mercatus focuses on the historical lessons from previous challenges to liberalism that are relevant to today.

Dr. Troy has a Ph.D. and an M.A. in American Civilization from the University of Texas at Austin and a B.S. in Industrial and Labor Relations from Cornell University. Dr. Troy is the author of four books, including, most recently, Fight House: Rivalries in the White House, from Truman to Trump, which the Wall Street Journal named one of the best political books of 2020.
